Page Redirect Not Working

With the redirect set to go to a custom page or blog startup page and when trying to view a page by a user with no access, the no access page does not redirect. Instead of redirecting I see the custom error message that I have entered for the page content field.
I have also tried deactivating all plugins except UAM, though this did not fix the issue.
Is there something I am missing here?
