You will have to change two css selectors and convert your title logo to a transparent png.

    background-color: rgba(255,255,255,.6);
}

.cadet_blue .header-bg-section {
    background-color: rgba(255,255,255,.6);
}

rgba(255,255,255,.6); is the equivalent to displaying white with 60% opacity.
