Page Not Found when file does exist

We are having an issue where although files are listed in File Manager they will not pull up when we link to them. We are on the current version of WordPress and all plug-ins.

Our site is hosted at GoDaddy. It is the Deluxe Linux product. When we log in, access Control Panel, and then File Manager, we can see, access, and manage all of the files which result in the 404 when we try the links. We will try to save a screen shot of the File Manager directory to show that the file in our example does exist.

We’ve tried resetting Permalinks with many times with no result. All of our Posts and Pages pull up and links to files and sites outside of our own are fine as well.

Please advise with suggestions. We are happy to provide any files or documentation we can.
