Page Categories?

I need a plugin that will create Page categories. I turned the Page navigation into my Main one. I wish to create a second one for Pages below it called Information for information pages. So that I can have multiple navigations for pages using my current theme. I tried doing something stupid by making a new Link categorie since it creates a new navigation and made a link to an unpublished page since I thought the page is still there but just didn’t show up in the main page navigation. But I guess it only shows for me when logged in.

Is there a plugin like this? And wouldn’t wordpress have thought about doing this? Don’t people have pages that need to be under different things other than one navigation for pages?
