Page Cache issue with trailing slash

When you go to a page with no trailing slash on it, it won’t 301 to the version with the trailing slash on it.
I boiled it down to the Page Cache being the issue after disabling the modules one by one.
In addition, why is it that I can’t submit a Bug Report via the admin interface? When I submit it, I get an error message saying “Unable to make CloudFlare API request.” I even disabled CloudFlare on the W3TC General Settings, and that error still pops up when I try to submit an issue.
