Page Attachment Issue

This is the correct expected behavior for the current page attachment implementation, as originally implemented in our product specification: https://docs.google.com/document/d/1k-TDKbrwgna3gpyMbwpsRvq3BqUlV3RJieQSFzOJMFM/edit#heading=h.tqt4pqvrs0mg (yes, the product spec is public!)

We might extend this feature down the road, but there are no immediate plans to do so.
