Page access not allowed to download

Hi,
I am re-building my personnal website and added a Download Monitor code.
(I also have the “Email Lock” Plug In).
With or Without the Email Lock plug in, it looks the user can’t download the file I put …as the page access is not allowed…any suggestion ?
