Padlocks on Feature Image, Projects

Public users, see projects with random padlocks on feature images. This expires in 12 hours:
Then, when anyone except the administrator logs in, the feature images for many of the projects have a padlock. My client’s users aren’t that tech savvy, and it’s confusing them.
If the padlocks were uniform, it would be easier to explain. Ideally, how can I get rid of them?
