I’d be happy to help you troubleshoot this, how good are you with debugging Javascript? This can be a tricky thing to debug; we’d want to verify that Google Analytics is working properly on your site and can track events, and then see if the recordOutboundLink() function is working on your site, or if it’s being called in the first place. I don’t see any Javascript console errors that would prevent any of this from working. It looks like you’re using classic async ga.js tracking; even then there are a number of different ways to track things. See if you can use the sample code they have there for Event Tracking to track an event by clicking on a link, and then see if you can do the same using recordOutboundLink() instead.
