Basically there are three parts of Google News.
One part is the Newsstand section. When you apply for approval through the Publisher Center, you are applying to be included in Newsstand.
Part two – when your site is approved in the Publisher Center, your articles are also included on the ‘news’ tab on Google. You can see a list of your articles that have been indexed on the news tab by using the ‘site:’ operator, like this:

The GN Publisher plugin creates a feed that is optimized for use in the Publisher Center/Newsstand part of Google News, so it helps with parts one and two.
Part three – this would be the Google News home page, sections, and news search on https://news.google.com The Google News algorithm determines what articles/sites are ranked in this part of Google News. Being approved in the Publisher Center is not a determining factor. In other words, being approved through the Publisher Center does not make your site and articles appear on this part of Google News. Google analyzes each site and article automatically and determines possible ranking on this part of Google News. Important factors the algo considers are a site’s newsworthiness and trustworthiness. The more original, breaking, interesting, buzz creating, popular and trustworthy, news reporting you do, the more likely your site is to be included in this part of Google News,
