Other Users Bookmarks missing from Categories

Hi, Loving your plugin but I’m finding that I can’t see other users public bookmarks when logged in from the frontend. I can however access the categories and add in my own bookmarks to it but they only then show for myself. I’m using the customizer and have found I can see every users bookmarks using ‘Show Bookmark Sublist’ so I don’t think its anything to do with my settings.

Any help will be appreciated
