Other members context is for the media compenent blank

This media tab should only be available for the logged in user. Administrator can moderate all Members’ Media Libraries from the WordPress Admin Media submenu.

It might be beneficial to show a members media to a super admin though as

1. The community media may not be very filterabls
2. how would you view members private media easily?
