Orders do not send new order notification email

Hello! I’m hosting my site on Rackspace & about 3 weeks ago my WooCommerce site stopped sending email notifications of new orders. ALL other emails – user registration, a thank you for ordering email – seem to be generated correctly. Only the new order notification that should be sent to an admin is affected.
I have:
– tried turning off all plugins except Woocommerce
– tried the WP-Mail-SMTP plugin. That shut off ALL notifications, even the ones that had been working
– changed the default payment to be cash on delivery so that all incoming orders would immediately be flagged as ‘processing.’
– tried removing the emails in the New Order settings page to see if it sends to the default.
– tried turning the notification on & off
– I had been using off-the-shelf 2013 template. Switched to 2014 for the hell of it. Nothing.I’m not sure what else to try, other than telling my admin there’s nothing I can do & she should just check the site every week. Thankfully this is for internal purposes. It just seems silly that this 1 email is the only hangup.
