Order now or Create Quote buttons?

Thanks in advance for any assistance, is appreciated.

I have a client with a standard WooCommerce store where customers can order products.

Unfortunately many of their customers are government departments that require a quote first so the purchaser can get purchase approval from their department manager.

The quote only needs to be pretty much the same as a WooCommerce invoice or receipt, and be automatically created by the customer choosing a product, any variations and quantity required.

Ideally I would be able to have two buttons on the product page – PURCHASE NOW and CREATE QUOTE.

Are you able to recommend a plugin that can achieve this? Or a way to achieve this? It seems relatively straightforward, so maybe I’ve missed some obvious easy way. But at the same time, I realise WooCommerce likely wasn’t designed to be used in this way…
