"Order Notes" on "New Order" email

You could remove it using this filter https://github.com/woothemes/woocommerce/blob/b8e03489bedd0498362897c7e40cc0176a3bd8a9/includes/class-wc-emails.php#L364

Yeah the client wants the notes separated from the meta… as he wants the phone and email at the top and the notes after the order.

Mike is the master in this but I was just thinking out loud here: Have you considered using Email Customiser for WooCommerce or Receiptful?

Well I was hoping it could be done without a plugin or extra service…

Use the filter I referenced above to remove them from the default position, and edit the email templates to add them in the position you want (or use a custom function and different filter/action).
