Order for configured keywords while linking not working

I realized that the settings ‘Order for configured keywords while linking’ does not work. This is why. I have:
Post A (old post) which has the anchor text ‘good boy‘.
Post B (new post) which has the anchor text ‘very good boy‘.
Post C which has the sentence ‘A very good boy loves to go to school‘.
I have set ‘Order for configured keywords while linking’ to ‘Highest character count get linked first’.
Therefore, I was expecting the plugin to link very good boy in Post C to Post B. However, that did not happen. I changed from Highest character count get linked first’ to ‘Highest word count get linked first’ yet it did not produce the desired result.
Rather it linked ‘good boy‘ to Post A. I see that the plugin gives more priority to posts that were published first and overrides settings on ‘Order for configured keywords while linking’.

For reference, the feature was intended per post so it would only order priority of the keywords if they are on the same post.
To stay in your example:
Post A: “good boy“, “very good boy”The priority will be “very good boy” if you set it to “Highest number of characters will be linked first” or “Highest number of words will be linked first“
Could you let these settings ‘Highest number of characters will be linked first’ or ‘Highest number of words will be linked first’ work among posts?
I thought that is better than the situation where the plugin gives priority always to the post that was published first.
