Order Confirmation

This may be obvious and thus a stupid question BUT if I want to the have a CSS file load last so it over rides those that were loaded before it…would I drag it to the bottom of the list? Or is the list in the order of importance? I am assuming the former is correct but want to make sure. Thanks
