We have added your requested feature, i.e.,?optional phone number, in v2.6(Admin Dashboard -> Instock Notifier -> Settings -> Show Phone -> Phone field optional). Kindly update and check it out.

For fixed country, we have noted it as a feature request and, based on its feasibility, will try to include it in an upcoming version.
