Option to admins exchange links/banners 1:1 (internal banner exchange ms)

my site is betly.info and theme is frontier i use multi sites.
i want to allow users to exhange banners 1:1
to insert hmtl code to site/post/sidebar that rotate other banners.. when user click on ad that admin generate 1 visit and then their ad appears on other sites until someone other click on his ad..
