Opens permissions for non-authorized users

When I used this to create a welcome dashboard, it created permissions for all users. When uninstalled it keeps those permissions for all users. Template and Comments being two I didn’t want. Even though I had a custom user type it kept it in the installation. Tried to recreate the user using every user type, kept the permissions. Did everything I could. You’ve got a really big error.
