open in new tab doesn’t work

Hi, The plugin works as expected except the open in a new window check box – when checked, it doesn’t actually open the post in a new tab/window. Is there something else I need to check? The site I am working on is a staging site linking out to Amazon. I am on wordpress 4.9.4. It’s happening in all browsers I am running. Are there known issues? Thanks in advance for any assistance!
