open image in a blank window

My users have mentioned that they would prefer images to open in a new window instead of replacing the page they already have open. In the section ATTACHMENT DISPLAY SETTINGS on the media page, I would like there to be an option of where the image is to open. Can someone tell me who I can ask to make a plugin to give me this option? Or is there a plugin already, and I’ve missed it?
