Only working for logged out users

I am using version 2.0.8, and the compare functionality only seems to work for logged in users. If you are logged out, then the compare modal window always opens, but with no products, and when I inspect the HTML, I can see that the table that should be populated has no content.
When signed in, it works as expected. What could be wrong? Thanks!
