Only SuperAdmin can broadcast to other blogs in MS

When i’m logged with my Super Admin profile, its works fine, perfect. But if a user, with Editor, or even Administrator profile try to broadcast a post, the arrow in the ThreeWP role, doesn’t appears.
I change and rechange all configurations, give the permissions, but only appears to users with SuperAdmin conditions.
Anyone resolved this problem?
