Only load CSS/JS when necessary

WP-Resume inserts it’s CSS and JS links on all pages, whether the resume include is called or not.

This causes extra client connections, and influences page speed/yslow rankings. Would be nice if they were only added when [wp_resume] was actually included on the page/post/etc.
