Only Comments show when clicking on title post?

When a visitor lands on a page, or clicks on the categories menu the comment template does not show up under the post.

Therefore it appears to the reader that there is no option to leave a comment.

The reader would have to click on ‘the title’ to see the comment template?

I have tried adding a summary only in ‘MENU and reading section’

But still displays whole post?

I am baffled? Had no comments for months now ??
