Only Admins allowed to login

I have 8.0.37 latest version.
5.2.3. WP

The pro version is discontinued.

Contrary to what it says in the settings (user must be above AUTHOR), they have to be admin or they cannot even log in to the website backend.

Everything else looks pretty good.

Be great to know when this is sorted out. (today is 20/9/2019)
