Only Admin user can upload files

Hi,
I’m using this theme https://themeforest.net/item/nash-responsive-html5-one-page-wordpress-theme/4046287
There’s a page where I use “Restrict Content” plugin, V2.1 by Pippin Williamson, to make the uploader visible only for suscribers and above.
It shows the uploader correctly to suscribers and above, but the “upload” button is only shown to Admin users, and it’s important to suscribers to see it.
I’m using the Pro version.
