This appears to be a known issue / bug with latest version of the Gutenberg plugin and will be fixed in a future Gutenberg plugin or WordPress release.

As the Gutenberg plugin has cutting-edge features that are being tested by the development team, it’s often not best to use it on a production website. You can deactivate the Gutenberg Plugin, and Gutenberg (Block Editor) will still work as it is bundled within WordPress. You do not need the Gutenberg plugin to use the block editor functionality.
