I don’t have enough information to help you with that. There are several reasons the event could come up as closed; if the date entered for the event has passed; if the time frame for ticket sales being closed has started; or if the number of tickets sold has passed the minimum parameters.

These all depend on settings; but if you’re logged in as an administrator, you can always add tickets to your cart even if these parameters are blogging public sales.
