One Time CVV Validation non-checkout Added Payment Methods

We are experiencing more and more questions from our WooCommerce Merchants using the NMI Gateway. They are wanting to keep CVV verification enabled for cart checkout, and they want this feature disabled on Scheduled Orders as we cannot legally keep / tokenize CVV’s to process their Scheduled Orders. After talking to NMI, we were informed to have the merchants contact their Merchant Provider to adjust the settings in their account, to require CVV Validation on the first purchase only. This presents a challenge when the merchant or customer adds a payment method to the customer’s account without a cart checkout being made first. What is your recommendation for best practices for CVV Validation for this case of adding payment methods without going through checkout first?
