One site not validating

I am trying to install this plugin, and have done so on my two sites. Site 1 does not validate connectivity to site 2, tokens, secret and secret IV do not match with site 2. On site 1 it shows that site 2 is not accepting from or sending to the lopgin and logout.

When I go to site 2 it validates just fine to/from site 1.

I have not yet tried to sync any users (site 2 is new and only has 1 admin user) until validation shows good. I don’t know where to look to determine the problem. Any help on what this is?
