One page for every state

I’m about to convert a SiteSell website to WordPress but I’m still in the planning stage.
I have 50 pages, each with a list of names and addresses, one page per state. I created them with a mail-merge routine, inserting the state name as a variable. The list of names is on a separate file, which is inserted as an include, for ease of updating.
Since the text on each page is the same, apart from the name of the state and the inserted addresses, I’m sure this is bad SEO practice. Is there a better way of doing this, perhaps with only one page, but with the text inserted dynamically when someone selects their state?
I’ve considered some sort of a ‘find an outlet’ plugin to pull the names from a database, but I’d rather give the visitor the opportunity to scan the page and choose who to contact for themselves.
Does anyone have a clever idea of how I can solve this?
