One article on top of the index page forever

Will this have comments open ?
If yes, it’s a plugin that is needed.
If no, then you could just use a static box inside your main index.php

of course there should be the possibility to write comments.
i only want to mark an article in the wp-admin and then it is shown on the top of my index page.

is there a plugin or hack for something like this?
