Older/Newer Navigation Placement

Is there a way to a) reduce the distance between the bottom of the posts cubes and the Older/Newer Navigation menu? I have tried all the settings I can think of and can’t figure out which one it is. I would like this space to be a lot more narrow. Right now it’s a good inch or so between them and I wonder if people aren’t seeing the Older/Newer option, and b) can I move this to the top of the page instead?
