    …at login, yet if I click ‘Login’ a second time after receiving the error, I’m able to log in. Mainly an annoyance at this point.

    Not running any cache plugin(yet).
    I’ve cleared the browser cache many times over.

    Yeah, sounds the same as before. I don’t see what the problem is. WordPress checks to see if it can set the test cookie. If not, it gives the error you mentioned.
    Since you are getting the error, I would think that the problem would be that you have to login all the time.

    Actually, the new ‘wrinkle’ is that it only happens temporarily, then I can click Login a 2nd time, and I get logged in. Previously, everyone was unable to login at all.
