Old plugin tables reappear

I just noticed many old plugins still have their tables in my DB. When I delete them, they reppear anyway. I asked my webhost if they have some retention policy and they do not; they suggested using PHPMyAdmin to manually delete orphan tables.
Am I missing something? I was hoping this functionality would work with WP Optimize.
