Old pages appearing after seeing a newer version

I am using a redirect plugin along with WP Super Cache and I ran into some issues with the redirects not appearing right away/correctly. I was able to get them working properly by manually clearing the cache after the redirects were made/edited, however I still want to understand why the below scenario happened.
The issue was that after creating a redirect on a certain page, I had someone on a separate computer (who was not logged in to the site) check the page and the redirect worked properly. However, when they checked the page again around 20 minutes later, the page had reverted back to its previous state (without the redirect).
Why would the updated version of the page appear for just a little bit and then revert back?
