Offset Scroll Position for Top Fixed Bar Layout

Hi !
I have a amenu in fixed Top Bar on my website.
When I Click to a link generated by TOC+, it scrolls to the right spot, but because I have that fixed top bar, my title is hidden.
Is there any way to offset to scroll destination point ?
