Odd Container Issue

There are containers around my “Recent Posts” and “Categories” sections that sometimes appear as a faded image and other times as a solid block. It’s sporadic.

https://i122.photobucket.com/albums/o269/Noonish/nofade.jpgI’m using IE7 and clearing my cache seems to make no difference. Can anyone explain this? I’d prefer to have the faded version, if possible.
