Novice needs help with some shipping logic

I am helping someone build a small site that sells about 12 different bottles of olive oils and vinegars, etc. But I am unsure how I can set up WooCommerce to charge, let’s say, $14 for up to the first 3 bottles, then $5 for each additional bottle after that? Or, if a customer purchases at least 1 bottle first, then no shipping on a bottle opener?

Can someone point me in the right direction for this type of shipping logic settings?
