Notify of new posts BUT with comments turned OFF – possible?

Hello – Can anyone offer suggestions? Not sure about how to best set up the blog post/comment environment on a site:
My customer would like to notify people when she makes a NEW blog post, BUT she doesn’t want people to comment on any posts.

What’s the best way to notify people without their being able to comment?

Do followers have to register or log in or somehow enter their email address? How? Or is RSS the only way? I’m looking at the Subscribe2 plugin but it seems too complicated for what’s wanted.

Remember, per-page Comments are turned OFF, and she wants to send an email notification to people who want to follow her whenever she posts something new.
