Notification setting not work for me

We have make a user form with some input field and then we make notification setting that when some one edit or update the email input field only then send mail to that particular mail id other wise it will remain same as this was and does not send any mail to anyone and we set those setting as per backend define
“When custom fields are modified”

select “email” <> “[email protected]” Only if field value has changed

this is what we do
what even after this setting when some one even just hit update button of form even then this form sent mail to that particular mail id
we did not get i think its not working perfectly as mention
please help
