Seems like WordPress is saying that this is not in error. Do you have a plugin that manages users passwords?

I use PilotPress, and it definitely manages users’ passwords, so that is probably the culprit on my site.

There is a temporary workaround in the above post, but it looks like PilotPress needs to rework how it manages/updates passwords.

If you use any sort of plugin or add-on which creates or modifies users, and this is happening to you, then you need to contact the authors of that plugin and ask them to fix it. You can give them the information I put into the master list post:

The workaround I give in the post below that should be considered a temporary measure only. These emails are part of the security hardening in WordPress 4.3. Along with the new password system, the notification of password changes, and the notification of email address changes. The idea is to alert users when something is going on that they may not have done.
