Notice: Cannot find configuration key extensions.settings even though W3TC is no

  • I am getting the following error:
    Notice: Cannot find configuration key extensions.settings. in w3-total-cache/lib/W3/UI/Settings/SettingsHandler.php on line 91
    (I have remove the initial part of the path)

    The weird thing is that this is in my dev environment, so while the W3 Total Cache plugin is installed, it is not activated. Why is it even looking for settings if the plugin is not activated?
