Not zooming or panning

When hovering over the images, the square magnifying box shows up over the image, then a zoom window pops up, but the image is the same size (no magnification). And when the magnifier is moved around the image, the zoom window does not change as it pans – it keeps the initial section of the image displayed.

I am only using on images, no photo galleries and not woocommerce. I am using the default settings. Have tested in several browsers with the same result.
