Not working with WordPress Network

I love this plugin – it works beautifully with my standalone site.
However, I can’t get it to work on a WordPress network / multisite setup.

On my multisite installation, when I set up a shipping option on a subsite, the “Conditions” section is completely missing. (It’s normally below the title/tax/cost settings)

I thought it might be clashing with other plugins but I’ve switched everything but WooCommerce off.

Any suggestions?
