Not working with variable subscription products

Hi I have a monthly subscription variable product that has two shipping flat rates, one for UK and one for Europe. I am trying to get the Validation Shipping Plug to stop people from Europe being able to select a UK address and vice versa because the costs are different for each. But frustratingly its just not working. I tried the validation rules Subtotal equal to + Country not equal to UK / Europe, and also Shipping Method equal to + Country not equal to UK / Europe and not working either. Can you please advise if it works with variable products, or if I am doing something wrong.
