Not working with 3.5.1

Either you’re talking about different plugin (there is very similar one, called Admin in English with Switch) or you messed something up.

I’ve just installed and enabled this plugin for my WordPress Network with 3.5.1 engine version. And it works just fine. All my dashboards are back into English, while blgos remains in other languages.

Is there a way to do what this plugin does, just without the plugin, or any other plugin?
I do not want to use plugins, I want to hardcode English into the dashboard no matter what the language setting is. How ?

Just take a quick look into this plugin source code and you’ll find, that it is pretty simple. I don’t remember, if it does anything else than just registering one action. You can then copy this action (or entire source code, if necessary) to your selected theme or functions.php file or anywhere else, where user-contributed actions are registered.

I used Admin in English with switch and it’s working good.
