Not working when I change the address in checkout

Hello

When I am in the cart page the shipping cost is correct, however when I go to the checkout page and put in say a Europe or Rest of World address the shipping costs aren’t being recalculated….is there something I am missing?

I have set up a table rate for the different shipping zones.
